Delaware Moves Up to an A- in National Digital States Survey

State improves from B+ as residents gain easier, more secure access to services

DOVER, Del. – Delaware has earned an A- in the 2026 Digital States Survey, up from a B+ in 2024 and B in 2022. The Center for Digital Government’s national survey grades all 50 states every two years on how well they use technology to serve residents, work efficiently, and stay secure.

Delaware was also named a finalist for the Outstanding Achievement Award for Continuous Innovation. The honor recognizes the state’s exploration, testing, and appropriate application of emerging technologies to improve government services.

“Technology should make government easier to use, not harder to navigate,” said Governor Matt Meyer. “Delaware’s A- reflects the progress we’re making to give people faster, simpler, and more secure access to the services they rely on. We’re making real progress and we’re not done yet.”

Delaware’s higher grade reflects progress in six key areas:

• One sign-in, one place to pay
  My Delaware gives residents a single secure login for state services, and Go DE lets them pay in one place. Go DE now supports 125 payment applications across 65 percent of cabinet agencies and has processed more than 197,000 transactions.
• Responsible AI
  Delaware adopted a generative AI policy and launched “Responsible AI for Public Professionals,” a statewide training program for state employees.
• Stronger cybersecurity
  A new statewide Governance, Risk and Compliance program strengthens how the state manages risk. DTI protects all three branches of government and every public school district, and the DigiKnow awareness program reaches nearly 58,000 users.
• Smarter data sharing
  The Delaware Integrated Data System helps agencies share information securely to make better decisions.
• Modern core systems
  One Delaware will replace payroll, financial, and pension systems used for more than 20 years.
• Faster connections
  Upgraded Wi-Fi now serves more than 700 state locations across all three branches of government.
